Ministry of Agriculture fertiliser imports and seed and wheat programmes: Integrity Commission findings and arrests (from 2016 to 2025)
Reports of the Integrity Commission's prevention department in July 2019 and June 2021 found that most Ministry of Agriculture contracts for fertilisers and farm chemicals were signed abroad though negotiated in Iraq, which helped suppliers avoid Iraqi tax, and that the same committees negotiated and travelled to sign. The 2021 report, sent to the Prime Minister's Office, said the ministry had obtained exceptions from the government contracting instructions every year from 2016 to 2019 and contracted in haste, so that fertiliser often arrived after planting, which raised suspicions of collusion in the direct contracts. The Commission also reported cases in the programmes. In October 2019 it detained storekeepers of the State Company for Agricultural Supplies in Babil over 82 tonnes of missing soybean and 46 tonnes of imported fertiliser. In October 2023 it said 400 tonnes of wheat seed had been taken through forged letters of the Balad Ruz agriculture division. In September 2024 it arrested five staff of the Iraqi Seed Production Company at Suwaira over old fumigated wheat received as seed, and in July 2025 the director of the Bani Saad agriculture division and three staff for adding non-farmers to the wheat marketing plan.
