Decisions of the Supreme Committee for Reconstruction and Investment

This register holds 80 decisions of the Supreme Committee for Reconstruction and Investment, found in statements of the Prime Minister's office and of the Cabinet from June 2023 to August 2026. The committee published neither its minutes nor a register of its decisions. This register was put together from the official press statements, decision by decision, and it may not be complete.

All registers

What the committee is

Official statements call the body the Supreme Committee for Reconstruction and Investment. They also call it the Supreme Committee for Investment and Reconstruction, or simply the Supreme Committee for Investment. Prime Minister Mohammed Shia al-Sudani chaired every session for which a statement was found. No body named the “Supreme Council for Investment and Development” was found in official statements. A Supreme Council for Investment is an aim in the programme of Ali Falih al-Zaidi's government for the years from 2026 to 2029. No order founding it was found.

The committee's tasks rest on Diwani Order 22430 of 2022, according to the statement on its second session of 14 September 2023. A Diwani order is an administrative order issued from the Prime Minister's office. It is not a law passed by Parliament. Neither the text of the order nor its date was found. An earlier Prime Minister, Haider al-Abadi, had set up a committee of the same name in 2017.

The main power that the statements show is the power to exempt ministries, provinces and projects from the rule that an investment opportunity must be announced. The committee did this on the basis of Cabinet Decision 245 of 2019 as amended. It also decided how state land would be used and authorised the owning bodies to negotiate with investors. Nothing was found to show that it issued licences itself. After its decision the licence was issued by the National Investment Commission, a provincial commission or the Cabinet.

No official list of members was published. The only source that names the membership is Mohammed Jassim al-Khafaji, a member of Parliament. He told Parliament on 9 July 2026 that the committee was chaired by the former head of government and included the Minister of Construction, the Minister of Finance and the investment commission. He described it as something like a small cabinet for investment (minutes of the sitting, page 40). He named posts, not people. The table below names those who held these posts while the committee worked.

What has been said against the committee

Each statement is attributed. None is a court judgment or an audit finding.

Mohammed Jassim al-Khafaji told Parliament on 9 July 2026 that the committee had granted dozens of investment licences contrary to the law, by way of exemption. He also said that the committee was not legal and that the State Council had issued a decision about it (minutes of the sitting). The State Council decision he referred to was not found. On 5 July 2026 Ahmed al-Sharmani, a member of Parliament, said that Mr al-Sudani had granted many investment exemptions to members of Parliament and officials while in office, and he called this a form of corruption, according to 964. The report does not say which body granted the exemptions. Mr al-Sudani's coalition said the same day that it rejected political settlements of corruption cases.

In July 2024 Mohammed al-Ziyadi, a member of Parliament's Economy and Investment Committee, said that the granting of exemptions by high government committees in the Prime Minister's office had to be corrected (Al-Aalem Al-Jadeed).

The annual report of the Federal Board of Supreme Audit for 2025 does not mention the committee. No statement about it by the Federal Integrity Commission was found, and no court ruling.

The decisions

Of the 80 decisions, the official statements name a private beneficiary in only 8. In the rest the beneficiary appears under a general description, such as “the implementing company” or “the investor”, or does not appear at all.
