Iraq's Corruption
The Money

After the auction

Since 2023 the Central Bank of Iraq has stopped selling most of its dollars through the daily sale known as the auction. It now credits the accounts of approved banks at foreign banks, and it does not name the banks that receive them. This page sets out when and how the change came, who decided it, who checks the transfers, which banks may take part, and what is known of the dollars each bank receives.

The margin is the difference between what these dollars were worth at the market price and what was paid for them at the official rate. How it is worked out.

In short

The auction has no single end date. The Central Bank said that the move of transfers from its platform to the banks' own correspondent accounts was complete in the last week of December 2024. The last daily total of the sale in this encyclopedia's series is for 27 February 2025. Yet the Bank still sells dollars every month, by crediting banks' accounts abroad. The daily sale, year by year.

The new way, in two sentences. The Central Bank sets a ceiling for each approved bank and credits that bank's account at a correspondent bank abroad, such as JPMorgan, Citibank or banks in the Gulf, Turkey and Jordan, with dollars or other currencies in exchange for dinars at the official rate. The bank pays its customers' suppliers from that account, an international audit firm reviews the transfers, and barred banks may not take part.

Who decided. The Central Bank issued the rules. The sources describe the design as joint work with the Federal Reserve Bank of New York and the US Treasury. The sources credit K2 Integrity with an audit of the New York Fed's controls, the audit of external transfers, training, and a compliance programme with Rafidain Bank. No source says that K2 designed the new way of selling dollars.

How much each bank received. The Central Bank has published no figure for any bank. But 27 banks state their own figures in the financial statements they file with the Iraq Stock Exchange and the Securities Commission. They are set out below, year by year, with the estimated margin on them. In 2025 alone three banks, the National Bank of Iraq, Mansour Bank and Bank of Baghdad, state $42.6 billion of the $80.4 billion the Central Bank sold.

The figures as each bank states them in its financial statements, and the estimated margin on them. The statements of 43 banks listed on the Iraq Stock Exchange were read; 27 of them state a figure for at least one year.

For 2025 these banks state $44 billion in all, of the $80.4 billion the Central Bank sold that year, with an estimated margin of $4.11 billion. No bank states the rest in the statements read. 14 banks state that they did not deal through the currency window in 2025: Asia Iraq Islamic Bank for Investment and Finance, Al Ansari Islamic Bank for Investment and Finance, Elaf Islamic Bank, Hammurabi Commercial Bank, Iraqi Islamic Bank for Investment and Development, Noor Iraq Islamic Bank for Investment and Finance, International Islamic Bank, Al Janoub Islamic Bank for Investment and Finance, Al Ataa Islamic Bank for Investment and Finance, Al Mal Islamic Bank for Investment, Al Sanam Islamic Bank, Al Taif Islamic Bank for Investment and Finance, Al Thiqa International Islamic Bank, Al Warka Investment Bank.

The estimated margin applies to each month of the period the margin on all the Central Bank's sales in that month, that is the gap between the market price and the official rate, as on the price gap page. It estimates how much more these dollars were worth than was paid for them. It is not a sum the bank itself earned, since it is shared between the bank and its customers. The measures differ from bank to bank: some are purchases from the window, others are transfers from the bank's accounts abroad. The table says what each figure measures, and the document gives the bank's own words. Mansour Bank and Kurdistan International Islamic Bank also state their sales from the window, which are the other side of the same dollars and are not counted twice. Bank of Baghdad prints its figure for 2025 in thousands of dollars, which does not agree with its quarterly statements that give it in dollars, so it is read in dollars.

The Central Bank's bulletin calls this total "replenishing bank accounts outside the foreign currency sale window". In January 2025 its daily table showed that eight banks took part in the top-ups abroad, without naming them. The Bank sets each bank's ceiling, as one bank's statement says, so it holds the figures for every bank, but it has not published them. How the new way works

  1. Step 1

    Approval and a ceiling

The Central Bank decides which banks take part and how much each may receive. A bank's own statement says that the Central Bank funds the accounts of a number of banks abroad up to ceilings that it sets itself. Another study says that the amounts are agreed in advance with each bank according to its capacity.

Mansour Bank, February 2026; LSE Middle East Centre, April 2024

  2. Step 2

    The account abroad is credited

The Central Bank moves dollars from its reserves to the bank's account at a correspondent bank abroad, and takes dinars from the bank at the official rate. It also sends yuan, euro, dirham, riyal, rupee and Jordanian dinar.

LSE Middle East Centre, April 2024; Central Bank of Iraq, 1 January 2025

  3. Step 3

    Where the money comes from

The dollars come from the Central Bank's account at the New York Fed, where Iraq's oil revenue is held. The same account funds the shipments of cash dollars.

Atlantic Council, 31 July 2026; The National, 22 July 2026

  4. Step 4

    The bank pays the supplier

The Iraqi bank pays its customer's foreign supplier from that account, and the correspondent bank executes the payment. The bank must keep the statements of its account abroad, showing how the money sent by the Central Bank was used.

Central Bank of Iraq, 4 September 2024; Central Bank of Iraq, 19 February 2023

  5. Step 5

An outside firm reviews the transfers

The Central Bank said in August 2024 that EY would review transfers. Mansour Bank's auditors wrote in January 2026 that the audit of external transfers had been given to the American firm K2. The Central Bank has not said which firm checks each transfer before payment.

Shafaq News, 30 August 2024; Mansour Bank, February 2026

  6. Step 6

    Barred banks are kept out

A bank on the Central Bank's list of restricted banks may not take part in the window or deal in dollars, directly or indirectly.

On 18 July 2026 the Central Bank said that seven banks were now eligible to return to correspondent banking that does not involve the dollar, without naming them. A source at the Bank quoted by Asharq Bloomberg named seven banks: Investment Bank of Iraq, International Development Bank (IDB), Mosul Bank for Development & Investment, Kurdistan International Islamic Bank for Investment & Development, Al-Janoob Islamic Bank for Investment & Finance, Arabia (Al-Arabiya) Islamic Bank and Al-Mashreq Al-Arabi Islamic Bank. The US Treasury said that no barred bank had regained access to foreign currency transactions. On 15 October 2026 the Treasury designated the International Development Bank. The designation is an official act, not a court ruling. Central Bank of Iraq, 18 July 2026; Al Bayan, 19 July 2026; The National, 22 July 2026; US Treasury, 15 October 2026

What is still unknown

  1. How much each bank has received since 2023. The Central Bank sets each bank's ceiling and so holds the figures, but has published none.
  2. Which banks receive the dollars. Ten banks were reported in November 2023 and thirteen in September 2024; none was named.
  3. How the ceilings are set. The sources say only that the amounts depend on each bank's capacity.
  4. Which firm checks each transfer before payment: EY, K2 Integrity or a firm nominated by the New York Fed. They may do separate tasks.
  5. What the audits found. Neither the reported audit by K2 Integrity nor the reform plans of EY and Oliver Wyman are published.
  6. Whether the change of November 2022 was linked to the withdrawal of the tax deposits in 2021 and 2022, known as the "theft of the century". No source found says so.
