Former Duhok governor Tamar Ramadan Fattah: ten-year prison sentence in absentia for embezzlement of public money (2017)
On 30 October 2017 the federal Integrity Commission said that the criminal court for integrity cases had sentenced Tamar Ramadan Fattah, governor of Duhok until June 2014, in absentia to ten years in prison under Article 315 of the Penal Code, which punishes a public employee who embezzles or hides money or property in his keeping. According to the Commission's statement, as reported by Al-Sabah Al-Jadeed, the convicted man, described as a fugitive, had not returned public money in his custody when he left the post of governor; a complaint from his own department and an investigative council had confirmed the facts, and the Commission's external audit section had set the damage to public money. The ruling included an arrest warrant, the seizure of his movable and immovable property and the right of the injured party to seek compensation once the ruling became final. The amount was not published. No later appeal, retrial or arrest is on record as of 19 October 2026.
