General Company for Ports of Iraq under Farhan al-Fartousi: extra port fees referred to the Integrity Commission (2023), a parliamentary inquiry (2024) and the director general's suspension and retirement (2026)

On 23 March 2023 the Prime Minister's office said a committee formed by diwani order on 15 December 2022 had found that private companies working under partnership contracts with the General Company for Ports of Iraq at Umm Qasr collected fees beyond those set by the Ministry of Transport; the Prime Minister approved its referral of the violations to the Integrity Commission. In 2024 MPs accused the director general, Farhan al-Fartousi, of wasting IQD 20 trillion. On 15 April 2024 the acting Speaker formed an investigative committee chaired by MP Yasser al-Husseini, and 86 MPs asked the Prime Minister to dismiss him. Committee members cited Board of Supreme Audit findings that the share taken by some joint operators reached 82 percent. Al-Fartousi denied any violation. In November 2025 media reported a summons by the Basra integrity court, which his office denied. On 1 June 2026 the Transport Minister suspended him for 60 days under the State Employees Discipline Law, and on 18 June retired him. Later press reports of his arrest, or of his flight after new warrants, were not confirmed officially.
