Ministry of Transport: Deputy Minister Adnan al-Obaidi caught receiving a bribe from a foreign security company (2009) and an arrest warrant for former minister Luay al-Aras (2011)
On 2 September 2009 a police force of the Integrity Commission arrested Adnan al-Obaidi, deputy minister of transport, in Baghdad's Karrada district while he was receiving USD 100,000 from a foreign security company. The chair of Parliament's integrity committee, Sabah al-Saadi, said this was the first instalment of a USD 500,000 bribe demanded from the company. The head of the Integrity Commission, Judge Rahim al-Ugaili, told Reuters that the handover had been filmed and that the company had complained days earlier that he was pressing it before completing the payment of money it was owed. On 10 August 2011 an integrity judge in Baghdad issued an arrest warrant for former transport minister Luay al-Aras over financial corruption in his ministry, according to Jaafar al-Moussawi, spokesman of Parliament's integrity committee, who said Interpol would be asked to bring him back. Al-Aras was minister of transport in the interim government headed by Iyad Allawi. No court decision on either man is on record as of 19 October 2026.
