Courts in Hilla, Karkh and Rusafa had given him 12 in-absentia sentences of imprisonment under Articles 331 and 340 of the Penal Code, about 28 years in all, over appointments outside the rules, overpriced printing, payments of more than USD 6 million to the haemodialysis contractor, CRRT machines bought without a request and overpriced liquid oxygen. The outcome after his return was not found as of 19 October 2026.
