What the documents say
Designated on 18 July 2019 by the US Treasury's Office of Foreign Assets Control under Executive Order 13818 (Global Magnitsky) as leader of the 30th Brigade militia, whose members the Treasury said had engaged in serious human rights abuse. The Treasury said the brigade had extracted money from people around Bartalla through extortion, illegal arrests and kidnappings, had detained people without warrants or with fraudulent ones, and had charged arbitrary customs fees at its checkpoints. Not charged in Iraq as far as is known; no removal from the US list is known as of 19 October 2026.
