Air Force Hospital in Rustamiyah: arrest of the director of military works, two other officers and five engineers over an IQD 92.9 billion contract (2026)

On 14 July 2026 the Federal Integrity Commission said its field team for auditing Ministry of Defence contracts, with the Rapid Response Forces, had carried out arrest warrants issued by the investigating judge of the Central Anti-Corruption Criminal Court against a major general, a brigadier general, a colonel and five engineers of the Military Works Directorate. Iraqi outlets reported that the director of military works was among those held. The case concerns a contract of IQD 92,883,396,270 (about USD 71 million) between the Military Works Directorate and a foreign company to rehabilitate, develop and furnish the Air Force Hospital in Rustamiyah, Baghdad. The Commission said the contract was awarded directly without the usual price competition, that many of its items were greatly overpriced and that many amendments raised its estimated cost. The suspects were brought before the investigating judge under Article 340 of the Penal Code. On 15 July a security source told Alsumaria that a man and his son had been arrested at Baghdad airport in connection with the same contract. The company was not named. The arrests came during the anti-corruption campaign that began on 28 June 2026.
