Anbar Real Estate Registration Directorate: Integrity Commission raid over land plots near the planned Anbar airport, arrests, and a summons for Governor Ali Farhan al-Dulaimi (2023)
On 4 April 2023 the Integrity Commission said seven field teams acting on a judge's orders had arrested the director of the Anbar Real Estate Registration Directorate and five officials and employees. It said they had registered land in al-Wafaa subdistrict and divided thousands of plots outside the rules, completed transactions at their homes and used stamps instead of signatures, although the municipality had ordered registration stopped. The teams seized about 400 forged union identity cards, about USD 1.5 million, IQD 600 million, gold and equipment used to forge property files. Al-Wafaa lies where the Anbar international airport is planned, and the municipality had drawn up plans for 900 to 1,000 plots there since 2019. On 8 April the Commission arrested the head of the Anbar branch of the General Federation of Trade Unions over the land distribution. On 11 April it said a summons had been issued for Governor Ali Farhan al-Dulaimi under Article 340 of the Penal Code, for deliberately harming the governorate's funds by distributing residential plots around the planned airport in agreement with influential people in the province. The Commission denied any link between the operation and political disputes.
