CPAP masks bought through Kimadia for provincial health directorates: USD 24 million in contracts and a Muthanna conviction (from 2022 to 2024)
On 24 September 2022 the Federal Integrity Commission said its Baghdad team had seized at Kimadia, the Health Ministry's drug and supplies company, the original copies of three contracts for Chinese-made CPAP face masks worth USD 24.05 million: USD 5.2 million for the Maysan health directorate, USD 9.1 million for Najaf and USD 9.75 million for Muthanna. Salah al-Din, Muthanna and Najaf each received 350,000 masks and Maysan 200,000. The Commission said some hospitals refused the large quantities as not needed, which caused great waste. It had earlier reported unused masks in Muthanna (99,935 masks worth about IQD 6.5 billion, February 2022) and in Karbala, and a court summons for a former Salah al-Din health director general over masks worth IQD 7.24 billion. On 7 July 2024 the Commission said the Muthanna Criminal Court had sentenced the former Muthanna health director general, in his presence, to rigorous imprisonment under Article 340 of the Penal Code for damage of IQD 6 billion: 175,000 masks had been supplied on a letter he signed, more than the directorate needed. The Commission did not name him.
