Salah al-Din Health Directorate: travel ban on the director general, arrests over IQD 12 billion in fake payments and a seven-year sentence (from 2023 to 2026)
On 2 March 2023 the Federal Integrity Commission said an investigating judge of the Central Anti-Corruption Criminal Court had banned the serving director general of the Salah al-Din Health Directorate from travel and frozen his assets, on a charge of illicit enrichment of IQD 9.01 billion. On 7 March 2024 the Commission said it had arrested a former director general over IQD 2.56 billion paid to a person on a forged authorisation in the name of a medical device supplier under a 2013 contract. On 11 March 2024 it said it had arrested a former director general and eight staff over IQD 12.01 billion drawn through 62 fake payments from the directorate's tax and performance-bond trust accounts at Rafidain Bank branches in Tikrit and Balad, using forged tax clearance letters and the names of cleaning, medical device and drug supply firms. On 29 January 2026 the Commission said the Salah al-Din Criminal Court had sentenced a former director general, in his presence, to seven years under Article 340 for spending IQD 20 billion meant for medical devices on other purposes without the ministry's approval. The Commission named none of these officials.
