Expired protein biscuits for schoolchildren: Parliament's inquiry and a release for lack of evidence (from 2013 to 2015), and later claims over school food contracts (2025)

In January 2014 a Jordanian newspaper reported that protein-fortified biscuits stored in Jordan for Iraqi primary schoolchildren and pregnant women had expired in September 2013 and been relabelled to last until 2015. On 11 and 12 January 2014 Parliament decided to form a committee of inquiry; members of its integrity committee said they would ask why the Ministry of Education had asked a United Nations body to supply the biscuits. The Integrity Commission sent the file to an integrity investigation judge, who had samples seized from the ministry's stores and ordered the arrest of a doctor identified only by the initials M.J.H. On 25 December 2014 the criminal court charged him under Article 340 of the Penal Code and released him for lack of evidence; on 5 January 2015 the Commission said it would appeal. In October 2025 member of Parliament Amir al-Maamouri said the ministry had signed school food contracts for bananas, milk, water and biscuits at prices far above market rates, giving the biscuit contract as IQD 54 billion in one interview and IQD 19 billion in another.
