General Traffic Directorate: inspector general findings, the Mühlbauer registration contract summons and a life sentence in an IQD 10.4 billion embezzlement case (from 2019 to 2026)

In May 2019 the Interior Ministry's inspector general reported IQD 441 million of embezzlement and waste at the General Traffic Directorate: IQD 286 million in spare parts bought with forged trademark labels and IQD 155 million of overpricing in uniform and equipment purchases based on fictitious offers. On 4 April 2022 the Integrity Commission said the Rusafa integrity investigation court had summoned a former director general of the directorate and four traffic officers over violations in the contract with the German company Mühlbauer for the second phase of the national vehicle registration and driving licence project. In March 2025 the Commission found IQD 3.39 billion and five kilograms of gold hidden in an abandoned house by four relatives of a detained directorate employee, and the court ratified their confessions. On 22 July 2025 the Commission said the Rusafa Criminal Court had given the former employee two life sentences and ordered him to repay IQD 10,446,442,000. The same day the Supreme Judicial Council reported two life sentences for a cashier of the Husseiniya traffic office who had altered receipt amounts. In July and August 2026 sources reported further cases of fines and fees taken in Salah al-Din.
