Wheat missing or diverted from state silos: the Salah al-Din transfers (2015), Khan Dhari (2023) and Wasit (2023)

On 8 January 2016 the Ministry of Trade said that wheat it had moved from silos in Samarra, Baiji, al-Alam and al-Dour to safer areas, with the Prime Minister's approval in February 2015, had been partly seized by traders and others and sold back to the state as new crop under the names of farmers from Anbar; it said silo staff were pressed to receive it, and the acting minister, Mohammed Shia al-Sudani, formed a committee of the inspector general, commercial control and national security. On 7 June 2023 the Integrity Commission said it had stopped an attempt, made with the collusion of company officials, to take 1,438.6 tonnes of Australian wheat at the Khan Dhari silo in Abu Ghraib by blending it at no more than 20 percent instead of the official 70 percent and keeping the rest off the records. In July 2023 it arrested a Ministry of Communications employee who had taken two iPhones from a silo director on a promise to close that investigation. On 20 September 2023 it reported a shortage of 10,250 tonnes of wheat in the Wasit grain store over 2020 to 2022.
