The Ministry of Trade said on 8 January 2016 that traders and others had seized part of the wheat moved from silos in Salah al-Din in 2015 and sold it back to the state as wheat marketed under the names of farmers from Anbar and nearby areas, pressing silo staff to receive it; it called this the largest case of corruption in the transfer and formed an investigative committee. It did not name them.
