Funds for displaced persons: the Higher Committee for Relief and Sheltering of the Displaced (from 2014 to 2023)

After the 2014 ISIS offensive the cabinet formed a Higher Committee for Relief and Sheltering of the Displaced to spend emergency funds. In February 2019 a parliamentary committee announced an investigation after spoiled food was found in aid for displaced people. In September 2023 the Integrity Commission said the Karkh second investigation court had ordered the summoning of the committee's head (a former minister of migration) and its members for deliberately acting against their duties. In Nineveh, the Integrity Commission said (July 2019) the dismissed governor diverted IQD 11.3bn of IDP funds (see Nineveh governor Nawfal al-Akoub: reconstruction and displaced-persons funds (from 2017 to 2019)).
