Interior Ministry contract for 6,000 Mitsubishi pickups: inspector general's findings, court orders and a revised deal (from 2019 to 2021)
The Interior Ministry contracted the al-Mufeed company to supply 6,000 Mitsubishi L200 pickups. In early 2019 the ministry's inspector general paused the contract. An investigative committee recommended stopping it for breaching government contracting rules and for suspected corruption, and the prime minister, then acting interior minister, approved referring the negotiating, purchasing, price and technical committees to the Integrity Commission. Alsumaria reported that the inspector general had put the suspected corruption at up to USD 141 million. On 4 April 2019 the Supreme Judicial Council said the papers had reached the Rusafa integrity investigation court. In May 2019 the inspector general said the company had agreed an amended contract adding 1,000 free pickups and other items worth at least USD 50 million, and that those involved in the original contract remained under investigation. In September 2019 the court's head, Judge Ayad Mohsen Dhamad, said summonses and arrest warrants had been issued for committee members, but the inspector general's office had then asked for the case to be closed. In June 2021 the Integrity Commission said the Central Anti-Corruption Criminal Court had summoned six ministry officials, including an inspector general, over the contract annex.
