Kirkuk governor Rakan al-Jubouri: warrants, a travel ban, and a 2025 arrest and bail (from 2018 to 2025)

In December 2018 the Integrity Commission confirmed an arrest-and-search warrant under Penal Code art. 340 against the acting Kirkuk governor, Rakan al-Jubouri, for failing, as head of the committee responsible, to deal properly with goods seized at a customs post, which spoiled in 2016. In September 2020 the Commission announced a summons and a travel ban against him (art. 340) over waste of public money in a prefab schools project awarded to a foreign company for IQD 57.89bn, with arrest warrants and travel bans for 23 other officials. On 21 April 2025 he was detained in Baghdad under art. 340 (Kurdistan24 linked the case to aid for the families of ISIS members; a source close to him, to a shortfall in Turkish aid during the Covid pandemic) and released on bail the next day.
