Kurdistan Region independent oil sales: revenue opacity, prepayment debts and funds frozen in Lebanon (from 2014 to 2023)

From 2014 until the pipeline shutdown of 25 March 2023 the KRG sold crude independently through Turkey, outside the federal marketer SOMO; Iraq's Federal Supreme Court ruled the KRG oil and gas law unconstitutional on 15 February 2022 and Iraq won an ICC arbitration against Türkiye in 2023. Deloitte reviews commissioned by the KRG (from 2017 to 2023) show large gaps between gross sales value and net cash received (after IOC payments, pipeline tariffs and repayment of buyer prepayments), outstanding balances owed to unnamed buyers of $3.3 to 4.3bn, and KRG oil money frozen in Lebanese banks ($318.5m at end-2019; $294m and EUR 310m at end-Q1 2023). The KRG acknowledged selling at discounts partly because of the dispute with Baghdad. These are opacity and governance issues, not proven theft.
