US forfeiture complaint against a Beverly Hills mansion: alleged USD 0.25 a litre payments to Peshmerga General Mansour Barzani for exclusive jet fuel access at Erbil airport (from 2016 to 2026)

On 22 April 2026 the US Justice Department filed a civil forfeiture complaint in the US District Court for the Central District of California against a mansion in Beverly Hills. The complaint alleges that from 2016 through 2020 a Virginia-based defence contractor and others obtained more than USD 700 million from the Defense Logistics Agency for fuel deliveries to US forces fighting the Islamic State, and that officers of the contractor agreed to pay General Mansour Barzani, a senior Peshmerga official, USD 0.25 a litre for exclusive access to deliver jet fuel at Erbil International Airport, where Peshmerga forces controlled entry. It alleges that competitors were kept out of the airport, that the agency issued one-time-buy contracts to the contractor at often noncompetitive and greatly inflated prices, and that about USD 30 million passed through NYJD Trust No.1, a Virginia trust for Barzani's private benefit, to buy the house in 2018 and renovate it from 2019 to 2022. The complaint calls the contractor 'Contractor 1'; OCCRP identified it from the contract numbers as DGCI. The department states that a civil complaint is only an allegation. No criminal charge is known.
