Central Electricity Distribution Company: seven-year illicit-enrichment sentence for a former director general and a three-year sentence for its finance director (2026)
Iraq's Central Anti-Corruption Criminal Court sentenced Alaa Samir Rashid Shukr al-Jubouri, former director general of the state-owned General Company for Electricity Distribution, Middle Region, to seven years in prison for illicit enrichment, in a verdict reported by OCCRP on 18 September 2026 and dated by Alsumaria TV to 14 September 2026. The court found he held unexplained wealth of about IQD 5.5bn plus roughly $5.5m that he could not legitimately account for, under Iraq's Illicit Enrichment Law No. 30 of 2011 (as amended); he was ordered to repay the amount plus a matching fine, and his assets were frozen. The case followed an internal Ministry of Electricity audit that found 127 allegedly fraudulent procurement transactions worth about $4.5m at the company between 2022 and 2025. Weeks earlier, on 28 August 2026, the same court sentenced the company's director of financial affairs to three years for a related illicit-enrichment offence involving about IQD 1.17bn plus $203,000, with matching restitution, a fine, and seizure of property shares and vehicles.

How the money moved
An internal Ministry of Electricity audit found irregular procurement transactions at a state electricity-distribution company; prosecutors then pursued the resulting personal wealth of two officials as illicit enrichment (unexplained assets) rather than prosecuting the procurement fraud itself.
What happened
Both officials were convicted and sentenced, three years for the finance director (28 August 2026) and seven years for the former director general (reported from 14 to 18 September 2026), and ordered to repay the illicit-enrichment amount plus a matching fine, with assets frozen or seized pending payment. The Federal Integrity Commission retained the right to pursue further compensation claims.
Open questions
- The full name of the finance director; whether the 127 flagged procurement transactions were separately prosecuted as procurement fraud rather than only as illicit enrichment; appeal status of both sentences.
