Nineveh Education Directorate: IQD 139 billion of saved salaries handed out outside the rules, deductions through a private bank, an overpriced car contract and ghost employees (from 2017 to 2026)
On 8 July 2019 the Integrity Commission said its Nineveh team had arrested the accounts director of the Nineveh Education Directorate and 12 other employees. They had received IQD 138.88 billion of saved salaries owed to staff and teachers and handed it out without committees, contrary to the rules; IQD 15.99 billion that was not handed out had been moved from a Rafidain Bank branch to a private bank and used to earn commissions and interest. In January 2020 an earlier director general was summoned for contracting with a private bank to deduct IQD 10,000 from each salary, and in February the previous director general for not paying contractors who had rehabilitated schools. In April 2020 the acting director general and the heads of the legal and accounts departments were held for still paying salaries by hand through a private bank. In September 2020 the earlier director general was detained over a contract for 122 cars overpriced by IQD 2.1 billion. In March 2025 four employees were held for drawing the salaries of ten ghost employees, and in September 2026 an accountant for drawing a ghost employee's salary from 2017 to 2023.
