Salah al-Din Education Directorate: overpriced purchases, unaudited payments, salary differences and a textbook theft arrest (from 2016 to 2025)

The Integrity Commission has opened several cases in the Salah al-Din Education Directorate. In May 2023 its team held six employees, the head and members of the purchasing and price committees, among them the contracts director, for signing purchase receipts overpriced by about IQD 161.7 million. In July 2023 the Salah al-Din integrity investigation court issued an arrest warrant under Article 340 for the directorate's former director general over overpricing in purchases made in 2016. In August 2023 the head of financial affairs, his deputy, a disbursement official and an accountant were summoned over IQD 1.51 billion paid through 20 unaudited payment orders, contrary to the Federal Financial Management Law of 2019. In February 2024 the Supreme Judicial Council said four employees of the Tikrit education section had been arrested for taking IQD 104.5 million of salary differences paid with an accountant's agreement, with warrants for two more. In September 2025 a division director was arrested while receiving the first payment for 22 boxes of new textbooks taken from the directorate's stores.
