Raad Qasim Muhammad: Ministry of Electricity director general jailed for bribery and illicit enrichment (2021)
Raad Qasim Muhammad was director general of the Ministry of Electricity's economic department (contracts and investments). On 7 February 2021 the anti-corruption committee formed under Diwani Order 29 arrested him. In July 2021 he was sentenced to four years for bribery. Judicial sources described the offence as writing a cheque in return for awarding projects to companies; the Integrity Commission said the Central Anti-Corruption Criminal Court found he took IQD 1.35 billion to pass an equipment contract between the Ministry of Electricity and the Ministry of Industry and Minerals. The reports do not make clear whether these describe one case. On 16 December 2021 the Commission said the Rusafa criminal court for integrity cases had given him four years for not declaring a large rise in his wealth, which it said came from bribes from companies and investors, with a fine and restitution of USD 7.525 million each, and four more years for a bribe paid by cheque. In December 2022 a court summoned ten former senior officials, among them a former minister and four deputy ministers, over a contract with the Ministry of Industry to rehabilitate a Baghdad power station.

What happened
Sentenced to four years for bribery in July 2021 and to two further terms of four years each, with fines, in December 2021 (illicit enrichment and bribery). The Integrity Commission said other cases against him were still under investigation. No appeal result is on record as of 19 October 2026.
Open questions
- Whether the sentences were upheld on appeal and whether they run one after the other.
- Which companies paid the bribes.
- Whether the July 2021 contract is the same Ministry of Industry contract over which ten officials were summoned in December 2022.
