What became of the project
Licence 228/2018 (energy): مشروع جباية وصيانة الشبكة الكهربائية لمحلات الأعظمية وحي القاهرة, the project to collect fees for and maintain the electricity network in the Azamiyah and Hay al-Qahira neighbourhoods of Baghdad. Stated cost IQD 6,519,940,000, about USD 5.48 million at 1,190 dinars to the dollar (our arithmetic, tier B). The list writes the date as '9 April 2018'. Licence 225/2018 is dated 29/08/2018 and licence 230/2018 is dated 13/9/2018, so the date most likely reads 4 September 2018 with day and month transposed. The completion column reads '1', which the register reads as 100 per cent complete. On 12 January 2018 the head of the National Investment Commission, Sami al-Araji, said the profit of the collection companies is 12.5 per cent and that they must rehabilitate, develop and maintain the networks, with the rest going to the state (Non14). No public report on how this contract was carried out was found. Not verified in any other source.
Other contracts with the state
None found in the sources read. The NIC list shows no other licence under this name.
