Official findings

The Federal Integrity Commission said on 13 January 2019, in a statement carried by Alsumaria, that the award of the rehabilitation and collection contract for Al-Ghadeer electricity had no legal basis and that the contract was void automatically. It said the unnamed contractor had received its investment licence from the date of signing before the smart metering system was installed, that more than a year and a half had passed since signing without actual implementation, that the contract did not state the number of smart meters to be counted by the Rasafa directorate (the report gives their value as 2,388,084,000 followed by the word billion, an apparent typing error), and that the contractor had not provided the real-estate mortgage required by the mortgage contract. The statement does not name the contractor. The facts that point the same way are the NIC licence 210/2018 for Al-Ghadeer service and collection in this company's name and the 2022 ministry statement placing the company in mahallas 704 and 706 of the same area. No court case, audit report, licence withdrawal or sanctions listing naming the company was found. Context only: on 21 May 2019 the Federal Integrity Commission asked for a review of the performance of all service and collection companies contracted with the Ministry of Electricity, according to Alsumaria. The statement names no company, so it is not a finding about this licensee.

What became of the project

Licence 258/2019 of 23/1/2019: collection service for Zayouna mahallas 716 and 718, Baghdad, stated cost IQD 4,165,290,000 (about USD 3.50 million at the register's rate of 1,190 dinars to the dollar, our arithmetic). Completion recorded as 1. No source opened describes performance in mahallas 716 and 718. On the New Baghdad underground-cable project of November 2022, 964 reported residents' complaints about excavation damage, and said some residents feared a repeat of the Zayouna experience, which it described as not free of faults and cuts.

Contract with the Ministry of Electricity: the web copy on the Basra governorate site (page date 8 March 2019, which looks like an archive republication because the licence is dated October 2016) reports the ministry spokesman Musab al-Mudarris announcing that the Rasafa Electricity Distribution Directorate signed an investment contract with the company, called the first in Iraq in the distribution sector, covering maintenance, smart meters and collection of fees in mahallas 710, 712 and 714 of Zayouna, for five years, renewable. 964 reported on 29 November 2022 that, according to ministry spokesman Ahmed al-Abadi, the project to replace overhead lines with underground cables in mahallas 704 and 706 of New Baghdad had been referred to the company. The University of Baghdad (College of Administration and Economics, 3 April 2017) names the company and the Rasafa directorate as the two parties of the Zayouna investment project.
