The Agricultural Cooperative Bank said in a statement reported by Alsumaria that a Ministry of Agriculture letter of 3 September 2014 stated that 'the company and the new investor' had begun demolishing the existing project and selling its contents as rubble. The statement does not say who 'the company' is, and the bank added that the company later presented approvals to remove the problem. Separately, an Integrity Commission statement of 7 July 2015 names a company called Zuhur Nawroz as the counterparty to a 2005 Ministry of Defence rations contract. The court ruling in that case concerned a former Ministry of Defence official, not the company, and no source confirms that it is the same company. From 2017 the company has said that unnamed political sides were blackmailing it, and MP Ali al-Badiri said local officials and the Agricultural Bank were obstructing the project. No court ruling, finding, sanctions listing or licence withdrawal against the company was found. The search of public sources is not complete. On 7 July 2015 Alsumaria reported an Integrity Commission statement on a ruling of the Rusafa misdemeanours court. The court sentenced in absentia Ziad al-Qattan, former deputy secretary-general of the Ministry of Defence, to two years of hard imprisonment under Article 331 of the Penal Code. The Commission said that on 19 April 2005 the Ministry of Defence signed a contract with a company named Zuhur Nawroz to supply dry and fresh rations, and that the contract was marred by violations that harmed public money. The statement ties the violations to the official and does not accuse the company of any act. The report does not say whether this company is the licensee, and no other source opened settles the question.

On 23 September 2015 Alsumaria published a statement by the Agricultural Cooperative Bank on the company's loan request. The bank said a letter from the Ministry of Agriculture (agricultural loans section, number 30188 of 3 September 2014) stated that 'the company and the new investor' had begun demolishing the existing project and selling its contents as rubble. The bank added that the company later presented approvals to remove the problem and applied for the loan on 1 June 2015. It also said the company had asked for IQD 30 billion through the Agricultural Initiative, that the request was refused because the ceiling was IQD 2 billion, and that the company could apply for a loan from the bank's own resources. The statement does not say who 'the company' is.

On 6 July 2017 Alsumaria reported that the company's authorised director said a 'political side' was blackmailing the company to obstruct the project and was pressing the Minister of Agriculture to stop it. He spoke after the company won the tender for the Diwaniyah poultry slaughterhouse. He did not name the side. This is the company's own claim. No document names the side and no finding supports the claim.

On 22 August 2017 Alsumaria reported that Ali al-Badiri, MP for Diwaniyah and member of the parliamentary agriculture and water committee, accused the local government of Diwaniyah and the head office of the Agricultural Bank of 'fighting' the poultry project after it refused 'extortion' and an attempt by 'the corrupt' to take control of it. He said the people running the project had faced serious extortion and bargaining from the local government, which then withdrew its support and the guards. He named no individual. The accusation is the MP's. It is aimed at local officials and the bank, not at the company. No finding on it was found.

On 28 February 2018 Alsumaria reported a company statement that unnamed 'political sides' were blackmailing it for electoral purposes and trying to obstruct the project by imposing conditions. The company named no one. The claim is the company's own, and no document or inquiry supporting it was found.

A fire broke out in the project on 7 August 2019. A source in the project management told Alsumaria that 'hidden hands' were behind it and that the people behind it were sides harmed by the government's recent ban on imports. The source named no one. Alsumaria's local source said an investigation had been opened. No result was found.

On 7 August 2019 Alsumaria reported a statement by Salim Tuhaimer, MP of the Hikma Movement, that a group of importers who 'represent political sides' that do not want local production to flourish were the main beneficiaries of the fire. He said he did not want to pre-empt the investigations. He named no importer and no party. The statement is the MP's opinion.

On 15 August 2020 Alsumaria reported that Ali al-Badiri, MP for Diwaniyah, warned that 'influential' sides were trying to blackmail the people running the project, and asked Prime Minister Mustafa al-Kadhimi to intervene personally. The same day the project issued a statement asking the Prime Minister and the Interior Minister to protect it from 'those tampering' with it. The statement said some people around the project were threatening staff by claiming that the sons of one tribe had the right to work there. Neither statement names anyone.

- No court ruling, Integrity Commission finding, Board of Supreme Audit report, National Investment Commission withdrawal or parliamentary finding against the company was found. Two official statements name it. (1) The Integrity Commission statement of 7 July 2015, as reported by Alsumaria, names a company called Zuhur Nawroz as the counterparty to a 2005 Ministry of Defence rations contract. The ruling in that case concerned a former Ministry of Defence official. The Commission announced on 16 April 2018 that it had recovered Ziad al-Qattan from Jordan. Whether the 2015 ruling was later reopened was not established. (2) The Agricultural Cooperative Bank statement of 23 September 2015, which quotes a Ministry of Agriculture letter of 3 September 2014 saying 'the company and the new investor' had begun demolishing the existing project and selling its contents as rubble. The bank also said the company later presented approvals to remove the problem. No charge, inquiry result or sanction followed in any source opened.
- What became of the project
- Qadisiyah Poultry Project/2, Khairi village, Diwaniyah (licence 295/2019 of 23 June 2019, five year term). The NIC list gives a stated cost of IQD 38,487,512,000 (about USD 32.3 million at 1,190 dinars to the dollar, our conversion) and records completion as 1, which the register reads as 100 per cent. The chairman said in January 2017 that the total cost was IQD 164 billion and that more than IQD 47 billion had been spent from the company's own funds. That is his own statement. On 14 December 2015 the company said an armed group in about seven civilian cars had entered the project and beaten the director and staff in front of the Interior Ministry guard. On 7 March 2019 the Prime Minister opened the slaughterhouse and the project. A fire broke out on 7 August 2019. On 26 January 2021 armed men tried to kill one of the project's guards. The chairman was killed on 12 May 2021. A family member told Alsumaria in January 2022 that the family needed protection. The five year licence term would have ended on 22 June 2024. No source opened says whether the licence was renewed, extended or withdrawn, or who runs the project today.
- Other contracts with the state
- (1) A contract of 19 April 2005 between the Ministry of Defence and a company named Zuhur Nawroz for dry and fresh rations, reported by Alsumaria on 7 July 2015 from an Integrity Commission statement. No source opened says whether that company is the licensee. (2) The company's authorised director told Alsumaria on 6 July 2017 that the General Company for Meat Production and Marketing had offered the Diwaniyah poultry slaughterhouse for investment, that the announcement was sent to the Official Gazette on 8 January 2017 and repeated on 29 January 2017, and that the bid was awarded to the company. On 7 March 2019 Prime Minister Adel Abdul-Mahdi opened the slaughterhouse and the project, according to an Alsumaria source. (3) According to the company website, it contracted with Babel in 2014 to invest the Qadisiyah 2 poultry project for 50 years. (4) Loans: the company applied for IQD 30 billion through the Agricultural Initiative in 2015 and was refused because the ceiling was IQD 2 billion, according to the Agricultural Cooperative Bank. In August 2018 the project said the High Committee had approved a Central Bank initiative loan more than three months earlier and that the Agricultural Bank was delaying payment. No source opened says whether any loan was paid. (5) The NIC list records no other licence under this name.
