Accused in media reports, as of 5 October 2026. Residents of the Bismayah complex protested against the company in 2021, 2022 and 2023 and asked for its contract to be ended for failing to deliver services. Shafaq News reported on 14 August 2021 that residents accused the National Investment Commission of collusion with an Iraqi company that neglected services, and that a protest organiser did not rule out suspicion of financial corruption and collusion. These are statements by residents. No court ruling, Integrity Commission statement, audit bureau finding or sanctions listing naming the company was found. The Commission said in March 2023 that it had formed a committee to evaluate the company and that residents had paid no more than 20 per cent of the dues. The prime minister directed a review of the company's contract on 6 October 2023. The owners and managers were not identified. The search of public sources is not complete.   • Shafaq News reported on 14 August 2021 that residents of the Bismayah complex accused the National Investment Commission of collusion with an Iraqi company that neglected services. The sentence does not name the company. The protest that day was against the Commission, the company Iraqna for cleaning and maintenance, and the internet company IQ. A protest organiser, who asked not to be named, said he did not rule out suspicion of financial corruption and collusion, or at least a failure of the oversight body to do its duty. These are statements by residents. No document, court, audit or Integrity Commission finding supports them in the sources reviewed. No politician, party or armed group is named in connection with the company.

What official and press reports say

Official findings
No court ruling, Integrity Commission statement, audit bureau finding or parliamentary report naming the company was found. Two official actions are on record: the Commission's statement of 26 March 2023 forming an evaluation committee, and the prime minister's directive of 6 October 2023 to review the company's contract. Both were reported by 964 Media from Commission statements. Neither is a finding of wrongdoing.
What became of the project
The NIC list records licence 328/2019 of 22 October 2019 for the administration, services and maintenance project at Bismayah, Baghdad, at a cost of IQD 21,099,600,000 (about USD 17.7 million at 1,190 dinars per dollar, our arithmetic), completion 100 per cent. From 2021 to 2023 residents protested several times and demanded that the Commission end the contract. A resident said in August 2022 that the Commission had decided to replace the company, and another said in October 2022 that the Commission head had announced a replacement that was never carried out. Neither statement was confirmed by the Commission in the sources reviewed. On 26 March 2023 the Commission said it had formed a committee to evaluate the company's work and that residents had paid no more than 20 per cent of the dues. On 6 October 2023 the prime minister directed a review of the contracts of Iraqna and the other service companies at Bismayah. No later report on termination, renewal or replacement was found. In July 2025 the Commission announced two 15-year opportunities for managing and maintaining the city; the announcement does not name the current operator.
Other contracts with the state
The NIC list shows one licence for this licensee. The press describes a contract with the National Investment Commission for cleaning, fee collection and maintenance services at the Bismayah residential complex, for which residents said they were charged IQD 20,000 per unit each month (Shafaq News, 14 August 2021; 964 Media, 25 March 2023). A mall called «عراقنا» that will host a Carrefour branch is reported at Bismayah (964 Media, 17 April 2023); the report says an international investment company will build it and does not say whether it belongs to this company. Name overlap only, not treated as a link: the encyclopedia's own CBI dollar auction ledger lists a customer called «عراقنا» (labelled Iraqna for Money Transfer), with verified cash purchases of USD 3,495,000 in 2014, USD 204,402,000 in 2015 and USD 28,690,000 in 2016, and names «شركة عراقنا» in the exclusion notes of the Rasheed Bank auction of 31 July 2013 and the Union Bank of Iraq auction of 24 August 2014. No source opened says that this customer and the licensee are the same company.
