What official and press reports say
- Official findings

- What became of the project
- NIC licence 357/2020 (26 April 2020), rehabilitation and operation of the Sinjar cement plant, Nineveh, IQD 108,810,000,000 (about USD 91.4 million at 1,190 dinars per dollar; our arithmetic, tier B). The Ministry of Industry and Minerals said in December 2018 that 50 to 60 per cent of the plant had been damaged by ISIS and that rehabilitation and start of operation were due within two years of handover. The State Company for Iraqi Cement said the plant produced 172,020 tonnes in the first quarter of 2023 (reported 16 April 2023) and 994,507 tonnes in 2024 against 826,278 tonnes in 2023, and that it was qualified to reach its contract capacity in 2025. The plant is operating under the production sharing contract. The plant belongs to the state; the licence concerns its rehabilitation and operation, not ownership of the land.
- Other contracts with the state
- A production sharing contract with the State Company for Iraqi Cement («عقد المشاركة بالإنتاج»). A contract addendum was signed in early November 2018 to reactivate the contract for rehabilitating and operating the plant after damage, and the plant was handed to the licensee on 11 December 2018 according to a Ministry of Industry and Minerals statement. On 27 May 2019 the State Company for Iraqi Cement announced that it had begun procedures to move the licensee's contractual obligations to Kar Cement, after the licensee asked for the transfer, with the approval of the Minister of Industry and Minerals. The later statements of 2023 and 2025 still name the licensee as the partner. No other government contract was found.
