• Possible overlap with a state project, not confirmed. The Federal Integrity Commission said that Hilla municipality built a model slaughterhouse in 2015 for IQD 15 billion and did not operate or invest it, and that a court sentenced the former director of Hilla municipality and other officials to one year of imprisonment for referring the model slaughterhouse for investment although it was built with municipality money. The names are close: the licence reads «مجزرة الحلة النموذجية الحديثة» and the Commission also calls the building «مجزرة الحلة الحديثة».

Official findings

Federal Integrity Commission statements on the state slaughterhouse (the licensee is not named in any of them): 15 May 2022, building secured on a judicial warrant, cost IQD 15 billion, not operated or invested in seven years; 28 July 2022, the Hilla investigating court issued two summons orders for the former governor of Babil, then deputy governor: one over violations at Hilla municipality linked to the failure to operate the project, an order that also covered all municipality directors since 2015, and one for assigning an employee to head the municipality contrary to the job description; 24 May 2023, the Hilla misdemeanour court sentenced the former director of Hilla municipality in absentia to two years of strict imprisonment over violations in operating the Hilla modern slaughterhouse; 23 July 2023, arrest of a person who took over the building, and a reference to an earlier one year sentence for referring the slaughterhouse for investment.

What became of the project

Not established for the licence. The NIC list shows no completion figure and no obstacle. For the state building with a similar name: the Integrity Commission said in May 2022 that it had secured the slaughterhouse because Hilla municipality had not operated or invested it in seven years; in July 2023 it said it had arrested a person who took over the building without any legal relation to the municipality and collected money from butchers, and that the investigating judge ordered the person's detention.
