- NIC licence 37/2013 of 16 April 2013 for the Al-Qaim Cement Plant (معمل اسمنت القائم) in Anbar, stated cost USD 35,000,000. The register records the completion rate as 1, which the site reads as complete. The Arabic Wikipedia article on the state-owned Iraqi State Company for Cement lists a plant of this name among the company's works, in al-Ubaidi subdistrict of al-Qaim district, Anbar, with a capacity of 1,000,000 tonnes a year, begun in 1986 and producing from 1989. The licence therefore appears to concern a state plant, but the register does not say whether the arrangement was a rehabilitation, a participation contract or a new plant. The state company's own page cited by Wikipedia (icsc.gov.iq) no longer serves the company's site. No source on what the licensee did at the plant was found in the sources read.
