Two NIC licences in Babil. Licence 77/2016 of 24 February 2016 for a sugar refining and production plant (معمل تكرير وانتاج السكر), stated cost USD 219,000,000. Licence 127/2017 of 28 March 2017 for a vegetable oil refinery (مصنع تكرير الزيوت النباتية), stated cost USD 125,000,000. The register records both as complete (completion rate 1). The study by Iman Jasim Mohammed and Amal Ghalib Rashid, published in 2023 in the International Journal of Professional Business Review, surveyed 302 managers and staff of the company's sugar and oil industry in Babil, which shows the plants were operating by 2022.
