- Not established. The register records licence 26/2011, dated 20/3/2011, to rehabilitate and operate the Karbala cement plant, at a stated cost of USD 220,000,000. The state plant of that name is listed among the plants of the Iraqi Cement State Company. An Arabic encyclopedia entry, which cites the state company's website, places it in Ain al-Tamr district of Karbala province, with a design capacity of 2,000,000 tonnes a year. It records construction from 1981 and production from 1984, built by Krupp Polysius of Germany. No source located states whether the rehabilitation was carried out, who owns the licensee, or whether the plant now operates under this licence.
