What official and press reports say

That report predates licence 344/2020 and does not name Qimam Azmar.

On 28 October 2020 a consulting team from the University of Technology, invited by the Civil Aviation Authority to verify and certify the work carried out, met representatives of the Authority and of 'شركة قمم ازمر' at the airport. Transport Minister Nasser al-Shibli inaugurated the airport on 16 October 2022 (Anadolu Agency). Kurdistan24 reported on 18 October 2022 that an unnamed 'investing company' runs the airport under an investment arrangement.
