What official and press reports say

Official findings
No finding about this licensee was found in the sources checked. The NIC list records no obstacle or withdrawal for licence 207/2018. General context only: on 21 May 2019 the Integrity Commission called for a review of the performance of all service and collection companies contracted with the Ministry of Electricity, according to Alsumaria News. That statement named no company. On 12 January 2018 Sami al-Araji said the Commission could withdraw the licence of an investor in breach of its contract (Non14).
What became of the project
Licence 207/2018 of 14/6/2018 (energy): مشروع الخدمة والجباية محافظة نينوى, the service and collection project for Nineveh Province. The list prints the stated cost as 194,024,142,000 in its US dollar column. That figure is implausible as dollars and is probably dinars. At 1,190 dinars to the dollar it would equal about USD 163 million (our arithmetic, tier B). The completion column reads '1', which the register reads as 100 per cent complete. The title matches the Ministry of Electricity's service and collection contracts. On 12 January 2018 the head of the National Investment Commission, Sami al-Araji, said the profit of the collection companies is 12.5 per cent and that they must rehabilitate, develop and maintain the networks, with the rest going to the state (Non14). No public report on how this contract was carried out in Nineveh was found. Not verified in any other source.
Other contracts with the state
The NIC list records one licence under this exact name. It records two other licences, 79/2016 D and 80/2016 D (the Shatt al-Basra and Rumaila combined cycle power plants, 700 MW each, stated cost USD 900 million each), under a company with a similar name, شركة كار الكتريكال باور برودكشين تريدينغ م.م.ح (register index 144). Iraq Business News of 14 September 2026 calls KAR Electrical Power Production Trading FZE a sister company of KAR Group of Erbil. Other reports name a company called only «شركة كار». Alsumaria reported on 8 January 2018 that the Oil Ministry signed two contracts in July 2017 with «شركة كار المتخصصة في مجال الطاقة الكهربائية» to supply Nineveh and Salah al-Din provinces with petroleum products at a rate of 700 MW. Alsumaria reported on 31 January 2018 that the Nineveh power transmission directorate lacked fuel for the Kar and Khormala stations. Iraq Business News reported on 22 August 2017 that Siemens runs the Khormala power plant on behalf of KAR Group.
