Recovering assets moved abroad: Iraq's record from 2023 to 2026
UNDP's June 2026 "Asset Recovery Report" for Iraq, produced with the Federal Integrity Commission and the Iraq Asset Recovery Fund (which handles pre-2003 regime assets), records that the Commission announced recovering more than USD 17.4m during 2025 using international cooperation tools (Interpol, goAML, ICASS), and that Iraq submitted 41 mutual legal assistance requests from 2023 to 2025, while stressing that results remain small compared with losses since 2003 that national authorities estimate in the hundreds of billions of dollars. The report cites the tax-deposits theft as an example of the need to combine criminal and civil recovery.
