Federal Integrity Commission statistics: cases, convictions, ministers charged and funds recovered (from 2004 to 2021, selected years)

The Commission's own figures show the gap between charges and outcomes. By end-2008 it had referred 937 cases to criminal courts and obtained 396 convictions including five former ministers, while prosecution of 211 accused employees was suspended for lack of ministerial approval (Art. 136(b)). In the first nine months of 2017 it reported recovering, stopping or preventing the waste of over IQD 953bn, 1,573 arrest warrants (619 executed) including 30 warrants against 17 ministers or equivalents, and 2,252 accused in 817 cases covered by the amnesty law. For 2020 it reported 92 charges against 63 ministers (4 convicted), 8,891 accused (854 convicted) and IQD 1.25 trillion returned or prevented from waste; for 2021, 11,605 accused including 54 ministers facing 15,290 charges. "Prevented from waste" figures mix recoveries with stopped payments and are not audited.
