Education Minister Ibrahim Namis al-Jubouri: referral to the criminal court over IQD 21.3 billion of alleged damage in a ministry contract (from 2023 to 2026)

On 3 November 2025 964media and other outlets reported a court document showing that the investigation court for integrity cases had referred the serving Minister of Education, Ibrahim Namis al-Jubouri, to the criminal court for trial under Article 340 of the Penal Code, which punishes officials who deliberately damage public funds. According to 964media, investigators alleged that he and several ministry officials broke contracting rules in a contract signed in 2023, causing losses of IQD 21,295,978,001, about USD 15.2 million. Kurdistan24 said the referral followed the findings of an investigative committee formed by the Prime Minister's Office, and that he had earlier been summoned over the alleged forgery of an official document. On 28 October 2025 the minister said the judicial summons against him and some ministry staff concerned the carrying out of a Diwani order and that no forged papers were involved. He won a seat in the 2025 parliamentary election and took the oath; on 25 January 2026 the Labour Minister took over the Ministry of Education in an acting capacity. No trial or verdict is on record as of 19 October 2026.
