CPA South-Central (al-Hillah) bid-rigging, bribery and theft ring (Bloom-Stein case)
From December 2003 the CPA-South Central comptroller Robert Stein, contractor Philip Bloom, US Army Reserve officers and other officials rigged CPA contracts in al-Hillah so that all went to Bloom's companies (more than $8.6m in contracts). Bloom paid over $1m in cash and goods in bribes and laundered over $2m of reconstruction cash stolen from the CPA-SC. US federal courts convicted the main participants on guilty pleas (from 2006 to 2008).
