Fuel for power stations: gas-oil shortages at the Mosul gas power station and a summons for a former minister over the fuel-residue contract (from 2019 to 2021)

The Integrity Commission has opened several cases on fuel at power stations. On 7 August 2019 its Nineveh office arrested an official at the Mosul gas power station on the right bank of the city over a shortage of 320,000 litres of gas oil in his custody; the investigating body held him under Article 340 of the Penal Code. On 9 September 2020 it arrested the director of the Mosul gas power station over a shortage of 500,000 litres of gas oil and his refusal to carry out a Nineveh criminal court ruling to give investigators the records and prices of the fuel; the judge held him under the same article. On 18 October 2021 the Commission said the Karkh Second Investigation Court had summoned a former electricity minister, a former deputy minister for production and the director of the fuel centre under Article 331 over violations in the fuel-residue contract. In December 2020 Parliament's committee on electricity contracts also raised the cost of fuel under investment power contracts (see Investment power plants on take-or-pay terms: about USD 937 million paid for power not received, from 2017 to 2022 (audit and parliamentary findings)).
