Prosecution of Central Bank governor Sinan al-Shabibi and deputy Mudhir Salih over the dollar auction (from 2012 to 2015)
In October 2012, after a parliamentary committee alleged large-scale leakage of dollars through the Central Bank of Iraq auction, the government removed central bank governor Sinan al-Shabibi and the Supreme Judicial Council announced arrest warrants against him and other officials. Shabibi was abroad (the central bank said he was at a conference in Tokyo). In April 2013 the parliamentary integrity committee said the investigating court had found no link between the central bank leadership and the waste identified; nevertheless in September 2014 a court reportedly sentenced Shabibi in absentia to 7 years. In December 2014 a Rusafa court acquitted deputy governor Mudhir Muhammad Salih for insufficient evidence, and in January 2015 the parliamentary integrity committee chair said the appeals court had retried the central bank case in Shabibi's presence and released him because the evidence of innocence was stronger. Shabibi died in January 2022.

How the money moved
The case concerned alleged failures of Central Bank of Iraq oversight of the dollar auction (sales against forged import documents); critics described the prosecution as politically motivated after Shabibi resisted government demands on central bank reserves (according to parliamentary committee members quoted by DW).
What happened
Charges against the Central Bank of Iraq leadership collapsed (from 2014 to 2015). No official accounting of the auction leakage alleged in 2012 was published; some bank employees were reported convicted over forged invoices (parliamentary statement, January 2015).
