- The Babil Investment Commission withdrew the licence of the Babylon Plaza Hotel project, according to 964 (3 June 2023). The stated basis is Investment Law No. 13 of 2006 as amended, and the stated reason is delay of work over 7 years. No finding of corruption or wrongdoing is reported.
- What became of the project
- The NIC list records licence 65/2015 of 15 November 2015 for the Babylon Plaza Hotel (فندق بابل بلازا) in Babil, sector tourism, nationality Iraqi, at a stated cost of IQD 22,838,730,000. Completion is recorded as 0. The obstacle recorded is «لم يتم توقيع العقد مع بلدية الحلة لغاية الآن ولم يتم تسليم الأرض لوجود تعارضات», that is, the contract with Hilla municipality was not signed and the land was not handed over because of conflicts. On 3 June 2023, 964 reported that the chairman of the Babil Investment Commission, Mohammed Jasim Zakam, announced the halt of work on four investment projects and the withdrawal of the licences after work stalled over 7 years. The licences named were a ceramics plant of a Chinese company, the Babylon Plaza Hotel of a local investor, a glass bottle plant of a local investor and a commercial centre of a local investor. The report names no investor. The match with this licence rests on the project name, the province, the local investor and the length of the delay. The Global Green Buildings factory is not among the four named.
