Prison feeding at the Ministry of Justice: Integrity Commission inquiry (2022), the summons of Justice Minister Khalid Shwani for obstructing it (2023) and Parliament's inquiries (2023 to 2025)
On 6 December 2022 the Integrity Commission set up a team to look into suspected corruption in feeding prisoners in Ministry of Justice prisons, poor food, and inmates and their families being made to buy from prison shops. On 28 December it referred the file to the Higher Commission for Combating Corruption. On 3 January 2023 the head of the Integrity Commission, Haider Hanoun, accused Justice Minister Khalid Shwani of using his authority to obstruct the Commission's work. The next day the Commission said the Karkh second integrity court had summoned the minister and the ministry's director of security permits under Article 329 of the Penal Code, for obstructing a decision of the investigating judge in the prison feeding case and refusing to give the Commission's team the documents it requested. The minister said reports reaching his ministry showed that suppliers had not delivered all the food they were paid for, and set up a committee to watch distribution. In May 2023 a member of Parliament's integrity committee said the Hajj and Umrah Commission held the feeding contract, at about IQD 11,000 a prisoner a day. In February 2025 the Speaker asked the committee to form an inquiry.
