يخضع المصرف لإجراءين إداريين من البنك المركزي العراقي ما زالا نافذين حتى 5 تشرين الأول 2026. الأول وضعه تحت الوصاية بقرار مجلس إدارة البنك المركزي رقم 165 لسنة 2024 (أُعلن في 5 آب 2024) استناداً إلى المادة 59 من قانون المصارف رقم 94 لسنة 2004، وقد عزا القرار ذلك، بحسب وثيقة للبنك المركزي نشرت مضمونها شفق نيوز، إلى ممارسات غير سليمة وأداء غير مرضٍ من إدارة المصرف، وعُيّن جلال عبد الله سلمان وصياً عليه. والثاني حرمانه من نافذة بيع العملة الأجنبية ومن التعامل بالدولار الأمريكي اعتباراً من 20 تموز 2023، إثر حظر فرضته وزارة الخزانة الأمريكية وبنك الاحتياطي الفيدرالي في نيويورك على 14 مصرفاً عراقياً، ونقلت شفق نيوز عن مسؤولين أمريكيين تحدثوا إلى صحيفة وول ستريت جورنال أن القرار جاء بعد الكشف عن معلومات تشير إلى تورط المصارف المستهدفة في غسل أموال ومعاملات احتيالية. ولا يُعدّ أي من الإجراءين اتهاماً جنائياً أو إدانة، والمصرف غير مدرج في قائمة العقوبات الأمريكية (SDN).

- 1) The Central Bank of Iraq listed the bank among those barred from the FX window and from any direct or indirect US-dollar dealing, with the date 20 July 2023 (list code BIQ068/2). This followed a ban on 14 Iraqi banks that, according to Shafaq News (19 July 2023), citing officials quoted by the Wall Street Journal, was enforced by the US Treasury Department and the Federal Reserve Bank of New York. Shafaq News named the bank among the 14, citing its own sources. It reported that US officials, speaking to the Wall Street Journal, said the decision 'came after uncovering information indicating the involvement of the targeted banks in money laundering and fraudulent transactions'. Iraq Business News, citing the Wall Street Journal, described the ban as part of a crackdown on illegal transfers of dollars to Iran and other sanctioned countries. This was not an OFAC SDN designation. 2) In August 2024 the Central Bank's board placed the bank under guardianship by decision No. 165 of 2024 under Article 59 of Banking Law No. 94 of 2004. According to a Central Bank document reported by Shafaq News (5 August 2024), the decision cited 'improper practices and unsatisfactory performance by the bank's management', and Jalal Abdullah Salman was appointed guardian under Article 60. 3) As of 5 October 2026 the CBI's bank roster still marks the bank '(وصاية) (ممنوع من التعامل بالدولار)' (guardianship; barred from dealing in dollars). No court case, Integrity Commission statement or audit-bureau finding naming the bank was found.

Context only: a University of Diyala thesis says that in the 1970s the state set up poultry fields on the outskirts of Baghdad at al-Muradiya and al-Suwaira. Whether the 2020 Diyala licence covers that former state site was not confirmed. The list dates the licence '7 December 2020'; since licence 382 is dated 13/7/2020, the date is probably 12 July 2020 with day and month transposed.
