أدرج البنك المركزي العراقي المصرف (الرمز BIQ062/2) في «قائمة المحرومين من التعامل بعملة الدولار الأمريكي» بتاريخ 29 كانون الثاني 2024، ونقلت رويترز في 4 شباط 2024 أن حظر المصارف الثمانية جاء للحدّ من الاحتيال وغسل الأموال وسائر الاستخدامات غير المشروعة للعملة الأميركية. وما زالت القائمة المعدّلة للمصارف المقيّدة بالتعامل بالدولار، التي نشرها البنك المركزي في شباط 2026، تتضمن المصرف بالتاريخ نفسه. وفي 18 تموز 2026 أعلن البنك المركزي أن سبعة مصارف مقيّدة باتت مؤهلة للعودة إلى قنوات المراسلة المصرفية الخارجية غير المرتبطة بالدولار، على أن يحق لها التعامل بالدولار لاحقاً، من دون أن يسمّي هذه المصارف. وذكر موقع «إيراكي نيوز» أن مصرف الجنوب الإسلامي من بينها، فيما قال موقع «بيرغراف» إنه لم يعثر على بيان للبنك المركزي يسمّيها. ونقل «المونيتور» عن مصادر قانونية أنه لا عقوبات أميركية على المصرف، ولا يرد اسمه في قائمة مكتب مراقبة الأصول الأجنبية الأميركي (OFAC) حتى 5 تشرين الأول 2026. ولم يُعثر على دعوى قضائية أو قرار من هيئة النزاهة. الوضع حتى 18 تموز 2026. لم يكتمل البحث في المصادر العلنية.

The New York Times described Zaidi as the owner of the Al-Janoob Islamic Bank, one of the largest private banks in Iraq, while local outlets Shafaq and Kurdistan 24 reported he previously chaired its board.
ذكرت «الشرق الأوسط» أن الزيدي مالك المصرف ورئيس مجلس إدارته، وأنه خرج من رئاسة المجلس وأسند المنصب إلى أحد إخوته بعد أن وضعت وزارة الخارجية الأميركية المصرف على لائحة العقوبات في شباط 2024 بتهم غسل أموال، ونقلت عن مصادر مطلعة أن ذلك اضطر البنك المركزي العراقي إلى منع وصول الدولار إلى المصرف. ولم يتأكد هذا الإدراج الأميركي، إذ يؤرّخ البنك المركزي العراقي حظر التعامل بالدولار في قائمته بيوم 29 كانون الثاني 2024، ولا يرد اسم المصرف في قائمة مكتب مراقبة الأصول الأجنبية الأميركي (OFAC) حتى 5 تشرين الأول 2026، ونقل «المونيتور» عن مصادر قانونية أنه لا عقوبات أميركية على المصرف.

Legal sources familiar with the issue told Al-Monitor that there are no US sanctions on either Al-Janoob Islamic Bank or Zaidi. The sources said that the block was 'due to the risks associated with Al Janoob's ownership,' adding that an independent review found no evidence of any direct outflow of funds from the bank to malign actors.

- Central Bank of Iraq: the bank appears on the CBI list of institutions barred from US-dollar dealing with the date 29/1/2024 (Reuters, 4 Feb 2024: eight banks barred to reduce fraud, money laundering and other illegal uses of US currency). The CBI's amended list of USD restricted banks of February 2026 still includes it with the same date. CBI statement of 18 Jul 2026: seven restricted banks are eligible to return to non-US-dollar correspondent channels, with the right to deal in dollars later. The statement names no bank. Iraqi News reported Al-Janoub Islamic Bank among the seven, while Peregraf said it could not find a CBI statement naming them. No Integrity Commission, audit-bureau, parliamentary or court finding was found. Neither the bank nor Ali Falih Kadhim al-Zaidi appears on the OFAC SDN list (checked 5 Oct 2026). Asharq Al-Awsat's description of a US State Department sanctions listing is not supported by the CBI record, the OFAC list or the other reports reviewed (Al-Monitor: no US sanctions).

Holdings reported for its former chairman and reported owner Ali al-Zaidi: Asharq Al-Awsat (28 Apr 2026, updated 5 Aug 2026) names the Al-Awees group, which its website says has 15 companies, Al-Shaab private university, the Ishtar medical institute and the Dijlah satellite channel. The same report says the Al-Awees company signed partnership contracts with the state General Company for Foodstuff Trading to feed the Iraqi army (41 items, 300,000 beneficiaries) and to supply 7 food items of the ration basket for 40 million people. Shafaq News (28 Apr 2026) says his name is linked through business ties to Al-Awees, which it describes as a known supplier of the food basket under contracts with the Ministry of Trade. Al-Monitor (28 Apr 2026), citing Iraqi media, says he owns the Taawon hypermarkets, the Al Awees holding company and Dijlah TV. Al Jazeera (28 Apr 2026) says he chaired the boards of the National Holding Company, Al-Shaab University and the Ishtar Medical Institute.
